Overview

The Master of Climate Governance and Risk Management is a premier, multidisciplinary program designed to equip the next generation of leaders with the expertise required to navigate the complexities of the global climate crisis. Offered by the Institute for Climate and Carbon Neutrality (ICCN), and hosted by the Faculty of Social Sciences at The University of Hong Kong (HKU), this program stands at the intersection of science, policy, and finance.

As the world transitions toward a net-zero future, organizations—from multinational corporations to government bodies—face unprecedented challenges in regulatory compliance, physical climate risks, and the strategic shift toward decarbonization. This program provides a rigorous framework for understanding these dynamics, blending high-level academic research with practical applications in governance and risk assessment.

Entrance Requirements

To gain admission to the Master of Climate Governance and Risk Management (MCGRM), applicants must meet several academic and professional criteria. The following requirements are based on the 2025–2026 admissions cycle:

 

1. Academic Qualifications

  • Bachelor’s Degree: You must hold a Bachelor’s degree with honors from The University of Hong Kong or an equivalent qualification from another recognized institution.
  • Background: While the program is interdisciplinary, candidates with backgrounds in business, science, social sciences, engineering, or law are highly encouraged.

 

2. English Language Proficiency

If your undergraduate degree was not obtained from an English-medium university, you must satisfy the following minimum requirements:

  • TOEFL: A score of 80 or above (Internet-based test).
  • IELTS: An overall band of 6.0, with no subtest lower than 5.5.
  • Note: Test scores are generally valid for two years from the date of the test.

 

3. Professional & Other Requirements

  • GMAT/GRE: Not mandatory. however, a strong score is viewed favorably and can strengthen "marginal cases" where academic records may be less competitive.
  • Referees: You must provide statements from two referees regarding your suitability for the program. At least one should be an academic referee.
  • Work Experience: Professional experience is not a strict requirement, but it is highly valued, especially for the Entrance Scholarship, which considers the relevance of full-time work experience.

Faculty of Social Sciences
The Faculty of Social Sciences was established in 1967, and has undergone rapid expansion and significant transformation since. The Faculty has six core Departments/Centre: Geography, Politics and Public Administration, Psychology, Social Work and Social Administration, and Sociology, and Journalism and Media Studies Centre. The Faculty is also the home to eight multidisciplinary research centres. These link scholars in the same field with experts from diversified disciplines in The University of Hong Kong and other research institutions both in Hong Kong, Mainland China and elsewhere in the world; and to provide a convenient focus for research, teaching, professional training, publication and international scholarly exchange and collaboration on specific areas of interest.
